Senator Patrick Leahy, (D-VT.), the chair of the Senate Judiciary Committee, has compared TIPS to a "ghetto informant" program created in the 1960s by the FBI under J. Edgar Hoover. The FBI hired neighbors of suspected political protesters to spy on them.

Operation TIPS also seems reminiscent of the use of citizen informers in countries of the former Soviet Union - where neighbors, and even husbands and wives, were encouraged to spy on one another.

One lesson we can learn from history is that if citizen spies walk among us, we will live in a constant state of fear and distrust. In the land of the free and the home of the brave, that will be nothing less than a tragedy and a betrayal of our national character.

Ever wonder why Gang Stalking is often considered to be a combination of Cointelpro and the Statsi program with a little McCarthyism thrown in?  
 
T.I.P.S. never went through in it's intended form, but the idea took form in many other ways, and it would seem that well before T.I.P.S. was thrust into the spotlight in fact well before 9/11 plans for domestic spying and turning out countries into little mini Nazi states were well underway.  
 
In fact the majority of the information that I can find about gang stalking is just within the last few years, but it's obvious that under different names and forms this has been going on for quite some time. It's just nice to see people finally trying to bring awareness to this issue and get it out to the public.  
 
I just wish there was more information so that targets of this harassment could find the help and assistance that they need, instead it seems that we are going through another Mccarthyism, Cointelpro like period where the people we should be turning to for help are the ones doing the harassment, the media will not report what is happening even though they are well aware, and many of our cities have been turned into little mini Stasi States.
