The system has become corrupt, it's been corrupt for some time now. Evil is the rule and has been norm for some time now.
In time this system of corruption slowly and methodically inserted itself in. Now the corrupt protect the corrupt, and they are risen and they rule throughout the entire system. What this means is that in almost every institution, you will find that the corrupt are riseing to the top, they are being promoted. You will also find a constant pattern of whistle-blowers and others being systematically eliminated, while the corrupt are promoted to discredit them, or to help remove them.
There is obstruction and corruption throughout much of the system.

Rich points to two Customs agents who blew the whistle on drug smuggling. They prevented drugs from coming into the US, as they were suppose to do.
For their efforts they were left jobless, harassed, and blacklisted. The person they blew the whistle on was promoted.

Aside from the profitability of it, it's problem reaction solution. They can now perform warrantless searches, enter homes, they now routinely search cars under the guise of the war on drugs.
The war on drugs allowed the US Government to ship drugs into ethnic communities, thus perpetrating a cycle of crime and violence in those communities. It allowed them to keep those communities oppressed, and the rest of the country living in fear and doing what they could to prevent a common enemy, drugs.
The war on drugs saw people being arrested for possession and sale of drugs. Many of those who refused to snitch for the system being sent to jail, and many other who complied being sent back out into those communities to continue and to perpetuate the same cycle of violence that they did before. It created a generation of indentured Informants or slaves for the system.

There will always be a few who are not corrupt at any given time, it is people like them who will do what they can to expose what the corruption, often to their own detriment.
Along with drugs there have been multiple reports linking the top US Government officials with child pornography, none so spectacular as the Franklin Cover Up's. Ted Gunderson who retired from the CIA in his own research would also come to the conclusion that international organised pedophilia ring was in opperation. He would also conclude that people in very high possitions of power within the US were aware and keeping it covered up.
