This senario reminds me of that movie, because I think with a senario such as this an a manufactured or even real virus, and you have citizens running and going to the government and begging to be chipped. Problem -Deadly Virus Reaction - Fear Solution - Chip the people with a microchip that can detect deadly virus, and help you determine who needs to be chipped on the bio war, or The Bio tech war. You have a society that needs an excuse to start using under the skin microchips in it's citizens for tracking and monitoring purposes. You have at least one recently engineered virus, and put this together with some virus fatalities and in the future you could have a society that is very similar to what happened in the movie V 4 Vendetta. The one thing that the majority of society have shown me when doing my research is that if you scare them enough, most of them will comply, unfortunately for the rest of us, a way around has to be found, but I would pay attention to this.
